We will continue to work vigorously for the deeper integration of the East African Community and co-operate with our partners in the Eastern Africa region, to guarantee our security and long-term development. We will, in the same vein, work to strengthen regional organisations such as the Common Market for Eastern and Southern Africa (COMESA), the Inter-Governmental Authority on Development (IGAD), the Southern Africa Development Co-operation (SADC) and the EAC, SADC and COMESA tripartite agreement. At the African Union level, we will continue contributing to the peace-keeping missions and working for the consolidation of the African Economic Community. We will, in addition, uphold the principles of the United Nations Charter and our other international obligations. This Manifesto spells out how the NRM Government will build on the achievements already made to transform the country to modernity and prosperity. Our ultimate obligation is to improve the quality of life of all Ugandans and achieve an industrialised, regionally integrated, democratic and independent self-sustaining society. We will do this by implementing critical policies, plans and programmes outlined in detail in the sections that follow.
